Design issues

I have just finished designing and building my ice boat. I mounted a a small wind surfing sail from a Mistral (an inflatable wind surfer)to the front. I used 2"X6" cedar & plywood in a triangle design with a 2x12 spruce crossmember. The runners are angle irons sharpened like a pair of ice skates 18" long drilled to a 2"x4" and then fixed to the crossmember. It is 8' long and 8' wide.

I have been frustrated by many things.

1) Unless the wind is above 25mph it just won't go.
2) The left runner seems not to be aligned correctly because it digs in.
3) I think my biggest flaw is yet to come. The way I steer is with a tiller that pulls on the front runner with a small chain

Any help anyone can give me on runner design or steering design I would appreciate it.
